Director of Operations

 

 

 

GRC Management. A real estate management company based in Brooklyn NY, is seeking a Director of Operations.  The perfect candidate has a strong background in Residential Property Management, a working knowledge of the Federal Department of Housing and Urban Development (HUD) and NY City Department of Housing Preservation Department (NYHPD).   We are looking for an experienced Director of Operations to oversee our organizations ongoing operations and procedures.  The Director of Operations is a key member of the senior management team, reporting directly to the Chief Executive Officer (CEO).  You will have to maintain control of diverse business operations, so we expect you to be an experienced and efficient leader.  We need a person with excellent people skills, business acumen and exemplary work ethics.  If you are this person, we would like to meet you.  Specific duties of the Director of Operations are: (but not limited to)

   

FIELD RESPONSIBILITIES

  • Oversee all Operations and Operating procedures across GRC Management’s portfolio and its clients which will include standardized procedures for field operations at various sites      
  • Develop and Administer Standard Operating Procedures (SOP) for site management offices, recertification and billing department, purchasing and Technical Services Department, IT, Risk Management. 
  • Perform quarterly performance analysis of the portfolio for executive discussion and strategic oversight of assets and team members.
  • Establish and maintain Key Performance Indicators (KPI) for residential portfolio that one will use with the field team to assess performance.
  • Coordinate and oversee bi-monthly Property Manager meetings.
  • Establish protocols to empower District, Senior and Site Property Managers to make financial decisions (i.e. Purchasing, Turnovers and Repairs, a minimum expectation should be based on formula)
  • Ensure managers and maintenance staff receive required training and maintain necessary licensing and certifications (i.e. Fire Safety, standpipe and sprinkler, certifications of fitness for boiler operation, etc.)
  • Works with the On-site Property management, On-site Technical Manager and maintenance staff to ensure that all properties in the portfolio’s meet local codes and requirements
  • Direct and/or conduct internal investigations into site compliance violations

CORPORATE RESPONSIBILITIES

 

  • Conduct in house quality assurance by auditing policies, processes and procedures ensuring compliance with HUD regulations, IRS Code, state and local laws.
  • Work with Risk Management, HR and Site Management on developing and implementing procedures for on-site OSHA compliance
  • Develop Site Energy and Water Conservation policies and procedures
  • Coordinate and oversee weekly Capital Project meetings
  • Coordinate with Construction & Technical Services to analyze bids and makes recommendations on contract awards to CEO & Ownership for Capital Improvement projects. 
  • Vendor Management – Work with Purchasing and Risk Management to streamline site purchasing and ordering to optimize economies of scale when and wherever possible.
  • Coordinate with Risk Management, Corporate Counsel and HR on all complaints and litigations
  • Ensure Risk Management Coordinator has current vendor certificates of insurance (COIs) for all active projects in the field with complete list of additional insured (when applicable) and current indemnification language. 
  • Prepares necessary documentation for the removal of code or environment violations
  • Collaborate with Human Resources Department to ensure proper administration of company’s policies and procedures, Labor Law Compliance and OSHA Safety compliance and adherence.
  • Coordinate with department heads to ensure employees receive required training on compliance related topics, policies and procedures
  • Code Compliance
    • Scheduling required regulatory inspections with various agencies (HUD, HPD, DHCR, etc.)
    • Ensure On-site Management is property tracking and addressing code violations
    • Oversee the establishing of processes and procedures for reporting and eliminating code violations in a timely and efficient manner
  • Update and maintain New Business Property Management Questionnaire and due diligence forms

 

 

REPORTING/OTHER RESPONSIBILITIES

  • Maintain and Update bi-monthly portfolio performance report to CEO
  • Coordinate and review Capital Projects report from Construction & Technical Services
  • Coordinate and review Violations property report from Violations Specialist
  • Be an advocate of the organization at industry events
  • Work to attain new business opportunities
  • Keep informed regarding pending industry changes, trends and best practices and assess the potential impact of this changes on the organizational process.
  • Serve as liaison between Site owner, owner representatives and Management company CEO, Senior Management.

 

REQUIREMENTS/SKILLS

  • Proven experience as Director of Operations or relevant role
  • 5-7 years of proven experience in the Affordable Housing Arena
  • BS/BA in Business Administration or relevant field; MS/MBA a plus
  • Working knowledge of data analysis and performance/operations metrics
  • Understand of business functions such as HR, Finance, Risk Management, etc.
  • Working knowledges of industry software such as Yardi, Realpage, MRI
  • Demonstrable competency in strategic planning and business development
