Essential Duties and Responsibilities


  • Leads teams in managing/overseeing the day-to-day real estate activities related to the acquisition and development of affordable and market rate housing including but not limited to; entitlement approvals, sourcing and reviewing of financing commitments, review and implementation of the architectural design, construction management, negotiating deal terms, and financial analysis;
  • Develops strategies and coordinates teams to implement project development from design effort through construction, obtaining Certificate of Occupancy and project closeout to stabilization;
  •  Engages and interacts with residents, community stakeholders and other District agencies to represent DCHA and convey its mission and goals;
  •  Oversees multiple  projects and ensures that they are executed in accordance with the established means and methods to achieve quality project completion, on time, and within budget;
  • Manages the preparation and review of application materials and other correspondence that may include various financing sources for City agencies, U.S. Department of Housing and Urban Development (HUD), and other institution for approvals required for development projects;
  • Manages the collection and analysis of data for the preparation for development feasibility, financial analysis, and  reports  for submission to the Executive Staff, HUD and other agencies;
  • Prepares and delivers presentations about various development projects to management, the Executive staff, Board members, city officials, and the general public;
  • Coordinates and ensures that development managers are successful in planning, organizing, and leading project meetings with internal staff, consultants, project partners, and community stakeholders;
  • Supervises day-to-day work and administrative activities of the development team.  This includes assignment and review of work; utilization of personnel to accomplish work objectives; rating employee performance in accordance with established standards; recommending personnel actions; interviewing and selecting new employees; approving and disapproving leave; investigating complaints and resolving differences between employees and groups of employees; providing for training; and giving such guidance as needed to assure the expeditious accomplishment of work and the development and maintenance of competent staff;
  • Reviews and assists in the preparation of routine compliance and expenditure reports;
  • Oversees and ensures the creation and maintenance of various electronic and hard copy filing and tracking systems to confirm that projects are on schedule, within budget and in compliance with contract agreements and regulations;
  • Supervises the research, coordination and preparation of real estate and property ownership documents such as easements, title, funding draws, relocation, demolition, development agreements, operating/limited partner agreements and various agreements with/for consultants and contractor services;
  • Provides conceptual advice in the area of construction costs and methods; and evaluates feasibility of alternative redevelopment strategies;
  • Reviews, produces, publishes, and manages Requests for Proposals (RFPs) and coordinates with other DCHA departments to assure appropriate advertising and budget allocation of a variety of procurements related to development projects;
  • Works with attorneys, lenders, investors, escrow and title companies to coordinate commitments for equity and loan closings;
  • Supervises and ensures development manager’s successful coordination with the selected construction manager/general contractor to keep the project within established schedule and budget constraints and have methods in place to track progress;
  • Manages and maintains relationships with development partners, consultants, lenders, equity providers, government agencies;
  • Performs other related duties as assigned.

     

    Education and/or Experience

    Bachelor’s degree from an accredited college or university with emphasis in real estate, or other related field; and at least (7) seven years of related experience in public housing, affordable housing, and/or real estate redevelopment environment, with at least two of the seven years of experience in a supervisory capacity; or the equivalent combination of education and experience which meet the minimum qualifications requirement may be substituted.
