FACILITY MANAGER

Reporting to the Director of Operations, the Facility Manager is responsible for the overall management of the Port office and warehouse buildings, and directly associated grounds including, but not limited to, administration, financial oversight, and operations. The management goal is to maintain the Ports assets in accordance with established standards, while providing quality service expected by Class A or B building tenants.

ESSENTIAL FUNCTIONS

In accordance with the Port’s Maintenance Department;

  • Establish guidelines for the Port’s management employees and contract building staff to ensure that the Owner’s objectives are understood and implemented pursuant to the annual budget and business plan
  • Establish and follow procedures for processing and controlling work
  • Implement new programs or procedures as established by the Port’s Executive staff
  • Coordinate emergency procedures and disaster recovery plans with the Emergency Management Department

Financial Control;

  • Prepare annual building budgets, financial reporting, forecasts, re-forecasts, management plans, monthly performance reports, and variance reports with the Finance Department
  • Ensure all invoices from vendors and contractors are coded and processed in a timely manner

Operations;

  • Direct annual bid process for any contract services, including generating requests for proposals, bid analysis, and vendor selection to ensure best pricing and service level performance
  • Coordinate implementation of policies and procedures and oversight of in-house janitorial as well as contract services
  • Responsible for operating efficiencies of property
  • Ensure that the property is maintained according to the quality standards approved by Port
  • Oversee new third party tenant move-ins, existing tenant relocations and expansions, as well as tenant move-outs, as applicable
  • Ensure the maintenance of adequate records and information required by all subordinate functions including, but not limited to, warranties, permits, equipment operating manuals; base building plans, “as-built” plans, etc.
  • Responsible for developing and maintaining positive employee relations by creating and sustaining goodwill between all departments, providing consistently responsive and quality services
  • Oversee issues, problems, and disputes
  • Assist in any on-site Port events
  • Performs other duties as assigned
  • Travel is not expected for this position
  • CPR certified or ability to become CPR certified within the first year of employment
  • Tier 1 status designation

CANDIDATE PROFILE

The preferred candidate for this position should be a disciplined, results-oriented individual, expected to possess exceptional work ethic and integrity, and ability to communicate effectively with employees, the public PCCA stakeholders, and staff. They must possess:

EDUCATION & CREDENTIALS

  • Bachelor’s degree in Real Estate or Business from an accredited college or university, or equivalent preferred
  • Professional designation from BOMA or IREM preferred
  • Ten years’ experience in property management of Class A or B office or warehouse buildings
  • Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC) during course of employment
  • Valid driver’s license

TECHNICAL SKILLS

  • Must demonstrate ability to analyze monthly and quarterly financial reporting, cost-benefit analysis, budget forecasting, and prepare annual budgets
  • Must work well with others and interact positively with team members
  • Excellent written and verbal communication skills
  • Excellent organizational skills; ability to prioritize and attention to detail a must
  • Proficiency in MS Office, including Word, Excel, PowerPoint, Outlook required
  • Must have the ability to manage time and multiple projects efficiently and achieve the required results
  • Must be able to define problems, collect data, establish facts, and draw valid conclusions

ESSENTIAL PHYSICAL JOB FUNCTIONS

  • Ability to perform essential job functions, including but not limited to frequent standing, walking, sitting, speaking or hearing, typing and occasional reaching, stooping, kneeling, lifting and/or moving up to 30 pounds, with or without reasonable accommodation
  • Ability to work in a general office environment; moderate noise levels and moving mechanical parts are present. When visiting work sites, ability to wear personal protective equipment, including hard hat, steel toed footwear, eye and hearing protection when performing work functions
  • Must be able to walk and stand on level and/or inclined, climb stairs, ramps, ladders and work stands. Must be able to crouch, crawl, grasp/handle objects, use finger dexterity, bend elbow/knee and reach above/below shoulders
  • Ability to operate light-weight highway vehicles and to work the requisite hours to fulfill position objectives, including evenings and/or weekends, as needed
