Position Overview:
Leads and supervises the Facility Projects Team, consisting of facility design and construction groups that implement the programming, schematic, design development, construction document creation, and construction phases for assigned facility projects within Harris County, as well as coordinating and liaisoning with Harris County departments related to occupancy. Occassional non-facility projects that utilize the team’s expertise may also be assigned to the Team. Serving as the Director, the incumbent will ensure that project goals and objectives are achieved through allocating resources, facilitating project solutions, identifying, and mitigating risk, and promoting team cohesion. This includes maintaining a solid working knowledge of the team’s project portfolio in order to rapidly respond to inquiries from the client or management, identify systemic challenges, and initiate solutions. The Director will ensure that quality assurance, risk, management, regulation compliance, utility deconfliction, and permitting is properly executed during all project phases utilizing the Project Management Institute (PMI) business model. The Candidate must have the ability to communicate effectively with assigned project managers, senior management, elected officials and their staff, and other agencies. Ability to effectively set expectations with a diverse stakeholder population and balance priorities is critical for success in this position. Manger will be considered a member of the Engineering Department’s emergency response and recovery team as needed following disaster activations.

Job Duties:
• Promotes project controls, tracking, and enhanced reporting using Project Management Software (i.e., e-Builder), which includes advancing projects from planning (or programming) to design, construction, and occupancy,
• Utilizes the software to manage assigned project scopes, costs, schedules, and documents,
• Maintains responsibility, oversight, and knowledge of the entire portfolio of projects assigned to the Director; meets regularly with department management and senior client representatives to discuss the program,
• Ensures that quality assurance, risk management, regulatory compliance and permitting is properly executed utilizing the Project Management Institute (PMI) business model and works closely with leadership to track and report project status,
• Works closely with management to monitor and adjust internal processes that further promote efficient project execution.This includes assisting with the development of written plans to document and processes for use by the Facility Projects Team staff, support staff, and outside team members to ensure project delivery consistency,
• Provides professional engineering /architecture support to clients and staff for unique projects that would include upgrades, renovations, large maintenance problems, and/or space utilization of current and new facilities,
• Communicates and sets expectations to a wide range of stakeholders, both internal and external. Communication will range from project delivery specifics, coordination of interruption of services during construction, budgetary and other constraints, and coordination of client and other’s needs.
• Conducts the full range of supervisory duties for assigned group staff including, but not limited to:
o Workplace Safety
o Training and Development
o Performance Management
o Staffing
o Policies and Procedures
o Workload Balancing
• Perform emergency response and recovery duties as part of the Engineering Department’s response to disasters, as requested.
• Performs other duties as assigned.

Education/Experience:
Bachelor’s Degree or higher from an accredited university in the field of Architecture, Engineering, or Construction Management.
A minimum of fifteen (15) years’ experience in project management with multi-disciplined facility projects
Including at least ten (10) years’ experience leading a technical team of architects, engineers, or construction management professionals performing work on site development including vertical structures.

OR

A minimum of twenty (20) years’ experience in multi-disciplined facilities planning, design, and/or construction project management may be considered in lieu of all other education requirements
Including at least ten (10) years’ experience leading a technical team of architects, engineers, or construction management professionals performing work on site development including vertical structures

Military Occupational Specialties (MOS) of the 12 series (Engineer) or similar MOS types and a minimum rank of O-3 may be considered to replace up to five (5) years of experience (To qualify, military experience and rank must be clearly documented on your application employment history).

Preferences:
Education:
• Advance Degree from an accredited university in the field of Architecture or Engineering preferred.
• Engineering and Architecture graduates shall be required to hold Professional Engineer or Architecture license issued within the State of Texas as appropriate:
o An equivalent out of state license shall be acceptable if eligible to obtain Texas licensure within one (1) year of hire, as a condition of employment.
