The Position

Loudoun County is seeking a compassionate, engaged, dynamic, and visionary leader to serve as the Housing and Community Development (HCD) Director. The new Director will lead the newly created Department of Housing and Community Development in Loudoun County with responsibility for overseeing programs that lead to an increase in affordable and attainable housing, both newly constructed and the preservation of existing affordable and attainable housing, throughout Loudoun County while managing and supervising a talented departmental staff.

The Director will be a member of the County Executive’s leadership team and report to the Assistant County Administrator. The Director will be responsible for facilitating, informing, and advising on the development and implementation of strategies to address the issue of housing affordability throughout Loudoun County. The Director is responsible for oversight of the Department’s operation and strategic activities and an annual operating budget of approximately $14.3 million, as well as federal Community Development Block Grant (CDBG), Federal Housing Choice Voucher Program, and the Housing Fund dollars.

The Director will work closely with the County Administrator’s Office, Board of Supervisors, other County Departments and agencies, boards and commissions, the Commonwealth of Virginia, and other public and private agencies to further Loudoun County’s affordable housing goals and the goals of the Department while continuing the implementation of the Unmet Housing Needs Strategic Plan.

The Director will provide technical assistance, directly or through staff, to a variety of citizen boards and commissions as well as to the Board of Supervisors. The Director will be responsible for coordinating the preparation of reports for the County Administrator, Assistant County Administrator, Board of Supervisors, and outside agencies, including the Commonwealth of Virginia and regional local governments, and perform other duties as needed. Additionally, the Director will provide strategic direction to Department staff; while working with other County Departments and agencies to ensure the alignment of all Department programs and services necessary to deliver affordable housing successfully and efficiently throughout Loudoun County.

Qualifications

Minimum requirements include any combination of education and experience equivalent to a master’s degree and seven years of related experience with increasing responsibility, including two years in a supervisory or management role. Related experience should include housing policy development and implementation, including program administration; working with government and private sector partners (non-profit, for-profit, and philanthropic); and knowledge of federal, state, and local housing programs.

Preferred qualifications include leadership experience within a local government, housing authority, or housing developer in an urbanized area; supervision/management in a multicultural workplace; experience collaborating with volunteer commissions and elected officials; a background in building coalitions and consensus on difficult community issues; and experience with strategic planning and implementation, as well as finance and land use tools to achieve housing affordability.

Compensation and Benefits

The expected hiring range is $175,000 – $195,000, depending on qualifications, with an excellent benefits package. Relocation assistance in one lump sum of $10,000 will be provided if moving from outside a 40-mile radius of the County.
