PROGRAM MANAGER

JOB DESCRIPTION

 

REPORTS TO:  Senior Director of Asset Management & Director of Accounting and Administration  

 

JOB PURPOSE:

The Program Manager is responsible for providing user training, liaising with third-party technical support, help desk, and systems administration for approximately 300 end-users at multiple locations. Lead the implementation process and ongoing management for a property management and accounting operating system and other selected technology solutions initiatives. Evaluate and implement other software and related applications.

 

The Program Manager performs functions requiring thorough knowledge of property management systems processes, multifamily operations methods, principles and practices, the ability to apply this knowledge creatively in situations where procedures may not be prescribed or well defined, and a broad understanding of overall company operations. The position functions as a part of the operations and administrative team, cooperating and supporting all members of the organization.

 

Typical functions will include preparing and reviewing the reports pertinent to assigned areas, maintaining, and recommending new processes or modifying existing systems to provide better operational and financial control and reporting.  The position maintains records through the company’s automated accounting systems and personal computer applications (primarily Microsoft Office applications).

 


ESSENTIAL DUTIES AND RESPONSIBILITIES:

The various responsibilities include, but are not limited to, the following:

  • Leads, project manages, facilitates, plans, schedules, trains, and maintains all systems applications, infrastructure, and all related technology solutions projects to achieve the overall business objectives, strategic and tactical plans.
  • Consults with business management and staff throughout the organization to understand current and forecasted business plans, goals, and operational procedures. Identifies opportunities and facilitates defined scopes and requirements for technology solutions opportunities.
  • Keeps current with multifamily real estate industry and related systems applications, practices, and processes to provide guidance to the Company.
  • Evaluates and analyzes requests to develop a business case or contract for technology solutions projects which include feasibility, alternative solutions, time, cost estimates and recommendations.
  • Facilitates steering committee meetings and operating group updates to report progress, establish priorities, and resolve issues related to technology solutions projects.
  • New systems project management, implementation, configuration, and deployment.
    • Plans and prepares technical reports, memoranda, and instructional manuals as documentation of program development and user needs.
    • Leads associates through documenting detailed description of needs and requirements, process functions, workflow diagrams, input and output procedures.  Develops detailed design and program specifications.
    • Develops and modifies project plans and schedules according to specification. Establishes and manages work plans and schedules for all approved projects.  Assigns, coordinates, and monitors the work of other resources (internal & external), including consultants and other service providers.
    • Prepares detailed test plans and conducts complete and comprehensive selection and testing of software application, updates, and other changes.
    • Consults with technical solutions services resources regarding the technical architecture and environment. Evaluates software interfaces, hardware and software requirements and communications. If applicable, coordinates equipment installation in accordance with current standards.
    • In coordination with the software application provider and consultants, leads or prepares documentation and training materials for software solutions.  Coordinates and conducts training.
  • Implements and maintains Systems Administration including appropriate user access rights in accordance with strong internal control protocols. Maintain compliance with systems processes, supporting documents and other records.
  • Manage cybersecurity and protect confidential/ sensitive information by performing vulnerability assessments, threat analyses and monitoring protocols. Recommend security strategies, policies, procedures, processes, and related solutions; implement the approved solutions.
  • Participate as a member of the Incident Response Team and Information Security Committee.
  • Lead the Company for any software solutions systems updates, upgrades, and preventative maintenance.
  • Conducts operational effectiveness reviews and establishes measurements to ensure that the systems are applied and functioning as designed, recommending, and implementing changes to existing or new programs / systems to improve workflow or production as needed.
  • Confers with application users to analyze current operational procedures, identify problems, and learn specific input and output requirements such as forms of data input, how data is to be summarized, and formats for reports.
  • Coordinates system updates/ upgrades and edits system documentation after implementation.
  • Prepares detailed test plans and conducts complete and comprehensive testing of software application and changes.
  • Oversee and participate in the technical support operations and with the Help Desk to provide a high-level of support for systems end-users.
  • Provides excellent “customer service” and “general contracting” services to ensure user comprehension, resolution, closure and delivery against projects and requests.
  • Analyze and mitigate risk by evaluating and applying applicable Company policies, procedures, and processes.
  • Maintain detailed and organized files.
  • Special projects and other duties as assigned.


TRAVEL

  • 0% - 15% required
  • The position of Program Manager requires occasional travel to Raintree’s current and prospective communities, consultant’s offices, service providers’ offices and technology conferences.  You will be expected to travel to these locations when needed.


QUALIFICATIONS

Experience & Education

  • Requires 4 to 10 years related experience depending on industry.
  • Prefers a four-year degree in Technology or Business Management.
  • Solid project management and workflow process skills, ability to work with property management staff, consultants, and professional service providers to ensure effective operations.
  • Experience and demonstrated proficiency in leading the conversion, implementation, and supporting of real estate property management industry applications in a distributive PC processing environment is preferred.

  • Knowledge of multifamily property management and office automation applications, preferably RealPage OneSite (property management and accounting core suites), Microsoft Office, and training program development. 
  • Ability to provide exceptional customer service and interface with all levels of end users throughout the organization.
  • Experience in installing and troubleshooting software.
  • Understand risk management and mitigation concepts relating to cybersecurity, training, and related protocols.
  • Effective oral and written communication skills.
  • Manage projects through planning, organizing, and coordinating tasks.

  • Ability to read, analyze, and interpret documents.

  • Ability to deal with nonverbal symbolism (Formulas, graphs, etc.).
