JOB SUMMARY

Provides strategic management oversight for insourcing/outsourcing of services to support a major business function or department. Partners with business leaders, support organizations and outsourcing partners to drive results which support business objectives: process simplification, cost efficiencies and consistent service delivery. Manages the relationship with business partners and suppliers.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Develops and implements an overall sourcing strategy focused on leveraging volume, knowledge and capability to achieve cost reduction, supplier consolidation and supplier quality improvement.

Works with department leadership to identify and prioritize improvement opportunities. Allocates resources and budget in alignment with approved department roadmap.

Guides the selection, development, and management of strategic suppliers to meet service cost and performance goals. Partners with suppliers to build capabilities to meet expanding needs of the business.

Establishes performance objectives for outsourced staff. Leads efforts to develop competitive performance benchmarks and incorporate these into performance measures and service standards.

Serves as primary liaison with suppliers to ensure organizational needs are met. Works collaboratively to develop and implement supplier scorecards and other reporting and measurement tools to identify areas requiring improvements or corrective action.

Manages issues and expectations across a broad range of skill sets and locations

Ensures projects are completed within a given timeframe and budget. Responsible for setting/managing department deadlines and goals.

Creates and maintains a risk management/mitigation plan, including the Disaster Recovery and Business Continuity plans.

Manages program governance for outsourced services, including RFP process, supplier qualification, contract negotiation and execution. Actively identifies and resolves contractual and financial issues and risks.

Acts as internal consultant to business partners for analysis of process improvements. Analyzes, researches and works with department members to develop solutions, evaluate ROI and track results.

Communicates with key stakeholders and senior leadership on project updates and escalated issues

Monitors and researches process improvements, technology solutions and industry trends in order to introduce new concepts and evolve a relevant strategy.

Performs other duties as assigned.

SUPERVISORY RESPONSIBILITIES

Provides formal supervision to individual employees within single functional or operational area. Approves subordinate's recommendations for staff recruitment, selection, promotion, advancement, corrective action and termination. Effectively recommends same for direct reports to next level management for review and approval. Plans and monitors appropriate staffing levels and utilization of labor, including overtime. Prepares and delivers performance appraisal for staff. Mentors and coaches team members to further develop competencies. Leads by example and models behaviors that are consistent with the company's values.

May be responsible for a mix of direct and matrix reports.

QUALIFICATIONS

EDUCATION and EXPERIENCE

Degree from a four-year college or university program with a minimum of five to seven years experience with business outsourcing, program management, project transitions, process improvements or other related experience required. Prior supervisory experience required. Real estate services experience preferred.

CERTIFICATES and/or LICENSES

Any of the following certifications are preferred:
Black Belt Lean Six Sigma
Project Management Professional (PMP)
Certified Outsourcing Professional (COP)

COMMUNICATION SKILLS

Ability to comprehend, analyze, and interpret the most complex business documents. Ability to respond effectively to the most sensitive issues. Ability to write reports, manuals, speeches and articles using distinctive style. Ability to make effective and persuasive presentations on complex topics to employees, clients, top management and/or public groups. Ability to motivate and negotiate effectively with key employees, top management, and client groups to take desired action.

FINANCIAL KNOWLEDGE

Requires in-depth knowledge of financial terms and principles. Reviews/calculate complex financial/business analysis and reports prepared by subordinates. Ability to analyze the most complex business/financial data and develop innovative solutions. Develops and implements financial policies and procedures. Approves and oversees department budget. Conducts financial/business analysis including the preparation of reports.

REASONING ABILITY

Ability to solve advanced problems and deal with a variety of options in complex situations. Requires expert level analytical and quantitative skills with proven experience in developing strategic solutions for a growing matrix-based multi-industry environment. Draws upon the analysis of others and makes recommendations that have a direct impact on the company.

OTHER SKILLS and ABILITIES

Advanced knowledge of computer software and hardware (i.e. Microsoft Office Suite Products).

SCOPE OF RESPONSIBILITY

Decisions made with in-depth understanding and interpretation of procedures, company policies and business practices to achieve complex results. Develops, recommends, and implements functional operational programs and procedures. Responsible for setting project, department and/or division deadlines. Errors in judgment may cause long-term impact to line of business and/or overall company.

Strong focus on developing strategic plans for large organizations. Must be able to create tactical project plans once strategies are approved by senior leadership.
