This important role develops, directs, and supports allocation activities related to the Federal Low Income Housing Tax Program (LIHTC) and the State’s Housing Opportunity Tax Credit (HOTC) for Virginia Housing. The role includes establishing the short-term and long-term strategic objectives for the program.  The position leads the Authority in establishing and maintaining key partnerships with stakeholder groups and organizations that ultimately enables Virginia Housing to provide rental housing for low to moderate-income households utilizing the LIHTC and HOTC programs.  The Director participates in local, regional, state, and national efforts to further promote Virginia’s strategic affordable housing efforts.  The federal program is highly competitive, and the position is at times called on to manage stakeholder tension and/or assist in providing conflict resolution.


Responsibilities include:

  • Managing the annual process of proposing and implementing changes to the Qualified Allocation Plan (QAP) for LIHTC and HOTC.
  • Working with legal counsel in development, application and interpretation of program policies, Section 42 IRS Code and other Treasury rules and regulations. 
  • Attending the Virginia Housing Board meetings and annual Board retreat.  
  • Making presentations and providing updates to the Board associated with developments receiving tax credits, changes to the QAP and other issues related to the State and Federal Tax Credit Programs. Participation as a speaker in the State and National Tax Credit arenas.
  • Responsibility for direct reports who assist in the production and review of IRS forms 8609 for final issuance; and overseeing the monitoring and tracking 8609's in preparation for the annual 8610 filing with the IRS.

 

Qualified candidates must possess:

  • Bachelor’s degree in business, land use planning or real estate related major or equivalent, relevant experience.
  • Experience in allocation of federal housing tax credits and working knowledge of 4% and 9% credits.
  • Active experience in managing the complex update of statewide Qualified Allocation Plans (QAP).
  • Comfortable with public speaking and ability to make presentations with Microsoft PowerPoint.
  • Proven track record in soliciting, establishing, and maintaining working relationships with both for-profit and non-profit tax credit development teams.
  • Ability to effectively communicate with Business Partners, Local Governments, Housing Authorities, Syndicators, investors, lending institutions and other State Allocating agencies.
  • Must be able to deliver undesired news/outcomes to applicants and to enforce strict requirements while being challenged.
  • Demonstrated ability to make decisions that produce high-quality results by applying technical knowledge and analyzing problems.
  • Exceptional subject matter expertise, sound decision making skills, business acumen and commitment to the Virginia Housing mission.
  • Able to anticipate needs in proactively carrying out the daily operations of the tax credit program. 
  • Prior management and leadership experience.
  • This position requires incumbents to drive for Virginia Housing business purposes. Therefore, incumbents must possess and maintain a valid driver’s license.

Preferred experience includes a master’s or advance degree, Housing Development Finance Professional certificate (HDFP), and knowledge of Virginia’s HOTC or similar program.

Hiring Range: $150,929 - $196,204


Hybrid work model (3 days in-office, 2 days remote)
