JOB SUMMARY
  
Responsible for the review and approval of all loan packages and acts on behalf of CBRE as well as Fannie Mae in all decision making. Responsible for development and operations to reduce the risk of loss through identification, evaluation, treatment and monitoring of risk exposure and to assure compliance with Fannie Mae policies and CBRE Multifamily Capital procedures. Conduct rate locks, negotiates loan documents and transaction structures, and execute documents on behalf of CBRE during the entire loan process. Responsible for managing Asst. Chief Underwriters as well as the second line overseeing all underwriting staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  

Primary relationship manager for Fannie Mae. Oversees all Fannie Mae underwriting operations on behalf of CBRE Multifamily Capital and Fannie Mae to ensure compliance with CBRE's corporate policies as well as Fannie Mae.

Ongoing review of corporate policies, contracts, Standard Operating Procedures, Quality Control Plan, policy development and operations to reduce the risk of loss through identification, evaluation, treatment and monitoring of risk exposure and to assure compliance with Fannie Mae policies and CBRE Multifamily Capital procedures.

Responsible for compliance issues, risk management and coordinating and responding to internal and external audits.

Assists staff in structuring of deals to match Fannie Mae requirements to client goals, research specific situations and developing realistic alternatives for the benefit of the project's loan success.

Develops and recommends improvements in CBRE Multifamily Capital underwriting and closing monitoring.

Directs and oversees the planning, development and administration of all Fannie Mae underwriting policies and procedures. Ensures compliance with Fannie Mae underwriting requirements.

Oversees and manages routine and extraordinary response strategies for individual deals and provides proactive assessment and communication to ensure optimal outcomes from Fannie Mae.

Conducts and oversees rate locks and process. Strategic planning and execution. Provides consultation and technical advice on Fannie Mae programs, policies and processes to the CBRE community. Advises senior management on going issues, best practices and risk exposures and recommends actions to minimize risk.

Mandatory signing member of Loan Committee with signing authority on commitments on behalf of CBRE Multifamily Capital. Has veto authority over Assistant Chief Underwriters.

Represents CBRE Multifamily Capital at industry functions.

SUPERVISORY RESPONSIBILITIES
  

Manages the planning, organization, and controls for a major functional area or department. May be responsible for a mix of direct and matrix reports. Approves subordinate's recommendations for staff recruitment, selection, promotion, advancement, corrective action and termination. Effectively recommends same for direct reports to next level management for review and approval. Monitors appropriate staffing levels and reports on utilization and deployment of human resources. Leads and supports staff in areas of staffing, selection, training, development, coaching, mentoring, measuring, appraising and rewarding performance and retention. Leads by example and models behaviors that are consistent with the company's values.

EDUCATION and EXPERIENCE
  
Bachelor's degree (BA or BS) in finance, accounting, economics, real estate or other related subject from a four-year college or university required. Master's degree (MA, MS or MBA) preferred. Requires ten + years multi-family underwriting experience. Previous management/supervisory experience required.

Ability to write reports, manuals, speeches and articles using distinctive style. Ability to make effective and persuasive presentations on complex topics to employees, clients, top management and/or public groups. Ability to motivate and negotiate effectively with key employees, top management, and client groups to take desired action.

Requires in-depth knowledge of financial terms and principles. Reviews complex financial/business analysis and reports prepared by subordinates. Ability to analyze the most complex business/financial data and develop innovative solutions. Develops and implements financial policies and procedures. Approves and oversees department budget.

Ability to solve advanced problems and deal with a variety of options in complex situations. Requires expert level analytical and quantitative skills with proven experience in developing strategic solutions for a growing matrix-based multi-industry sales environment. Draws upon the analysis of others and makes recommendations that have a direct impact on the company.

Proficient in common Adobe and Microsoft applications including: Word, PowerPoint and Excel. Knowledge and understanding of the principles and procedures for underwriting and processing of Fannie Mae DUS multifamily, seniors housing, student housing, and affordable housing transactions.

Will be required to travel as needed.

Decisions made with in-depth understanding and interpretation of procedures, company policies and business practices to achieve complex results. Responsible for setting project, department and/or division deadlines. Errors in judgment may cause long-term impact to line of business and/or overall company.
