RESPONSIBILITIES

Quality Product Leadership:

  • Establish and maintain involvement with all major Quality and Compliance industry groups, Quality and Compliance industry trends, and regulations
  • Establish and maintain a deep understanding of FDA GxP requirements, manufacturing and drug product commercialization processes
  • In concert with other key business leaders, establishes the strategical direction of GWS with respect to quality and compliance initiatives, and establishes the framework for different but complementary levels of Quality and Compliance programs within different sectors of CBRE GWS business.
  • Understands competitor quality and compliance capabilities, and able to design and execute quality and compliance programs which are measurably better than competitors programs.
  • Is the market face and voice of CBRE quality and compliance, including evangelizing regularly in public and business development forums about CBRE s quality and compliance program, experience, subject matter experts, and acumen.

Program Management:

  • Responsible for managing CBRE's Quality and Compliance global platform team (Positions in regions outside America s may be matrixed)
  • Ensures account QA & Compliance management teams establish and operate inspection ready, compliant facilities management (FM) operations
  • Develops and implements the GWS Quality Management System

Business Leadership and Support:

  • Supports business development initiatives thru direct presentation, proposal oversight and evangelizing. Able to clearly articulate CBRE s program advantages vis a vis its major competitors
  • Establishes and supports new client account teams and the transition activities to CBRE contracted FM programs
  • Matrix leadership of account QA & Compliance staffs, including selection and performance management inputs, career mentorship

ESSENTIAL DUTIES AND RESPONSIBILITIES


  • In conjunction with business leadership, ensures contractual agreements (MSA, QA, SLA) are in place and effective where regulated GxP quality and/or quality of service provided is a contract requirement.
  • Where directed, install quality and compliance programs appropriate to the market sector, client and contract deliverables in accounts outside the pharmaceutical sector, such as healthcare, oil and gas, manufacturing, etc.
  • In conjunction with business leadership, ensures that CBRE is appropriately staffed to achieve the quality deliverables committed in those contracts.
  • Responsible for the CBRE SRFS quality management system
  • Facilitates, manages, tracks, and reports the status of all SRFS deployments and initiatives with assistance and resources from the CBRE client leadership teams.
  • Maintains a deployment calendar of all quality initiatives.
  • Builds a CBRE corporate Quality & Compliance (specifically GxP services) organization model and a representative organizational model(s) suitable to the market sector and contract to be employed at client accounts.
  • Researches, creates, and aligns CBRE quality & compliance initiatives with current ISO 9001 & 9002, FDA, EMEA, MHRA, etc. regulations and directives.
  • Develops quality and compliance benchmarking and analysis tools and processes for use across all life sciences accounts.
  • Executes robust business and technical reviews of potential clients in support of business development and ensures quality & compliance deliverables are adequately detailed and staffed for all new business proposals.
  • Author and negotiate terms of Quality Agreements with clients and vendors.
  • Collaborates directly with Sourcing and Accounts on GxP vendor requirements for vendor management program
  • Oversight of account investigations of deviations/events, issues and manages Corrective and Preventative Actions reports. Participates with account leadership in creation and management of changes.
  • Performs other duties as assigned.

SUPERVISORY RESPONSIBILITIES


Thru platform team subordinates, directly manages Quality & Compliance leaders on accounts, as well as the platform Quality & Compliance staff.
Approves subordinate's recommendations for staff recruitment, selection, promotion, advancement, corrective action and termination.
Monitors appropriate staffing levels and reports on utilization and deployment of human resources.
Leads and supports staff in areas of staffing, selection, training, development, coaching, mentoring, measuring, appraising and rewarding performance and retention.
Leads by example and models RISE behaviors.


QUALIFICATIONS

EDUCATION and EXPERIENCE


Masters degree in Biology, Microbiology, Chemistry, or Engineering; or equivalent related work experience.
Minimum of 10 years experience in a pharmaceutical research/manufacturing quality organization.

Previous large team oversight and budget management experience required.

Experience outside the Americas, EMEA preferably.

CERTIFICATES and/or LICENSES


FDA, ISO, or similar quality assurance audit related certification preferred. Must have appropriate license and/or certification where required by law. Green or Black Belt Six Sigma Certification preferred.

COMMUNICATION SKILLS


Ability to comprehend, analyze, and interpret the most complex business documents. Ability to respond effectively to the most sensitive issues. Ability to write reports, manuals, speeches and articles using distinctive style. Ability to make effective and persuasive presentations on complex topics to employees, clients, top management and/or public groups. Ability to motivate and negotiate effectively with key employees, top management, and client groups to take desired action.

FINANCIAL KNOWLEDGE


Requires in-depth knowledge of financial terms and principles. Ability to calculate complex figures. Ability to forecast and prepare budgets. Conducts financial/business analysis including the preparation of reports.

REASONING ABILITY


Ability to solve advanced problems and deal with a variety of options in complex situations. Requires expert level analytical and quantitative skills with proven experience in developing strategic solutions for a growing matrix-based multi-industry sales environment. Draws upon the analysis of others and makes recommendations that have a direct impact on the company.

OTHER SKILLS and ABILITIES


Experience with Desktop publishing, Microsoft Office Suite and Online Help. Previous experience with SAP, Trackwise, Regulus, and/or CMMS systems.
Formal training with lean manufacturing, Six Sigma, 5S programs (among others) preferred.
Previous oversight of training and qualification programs within a regulated environment preferred.
Well versed with Quality and Compliance management systems within Life Science Environment(s).
Quality auditing experience preferred.

SCOPE OF RESPONSIBILITY

Errors in judgment may cause long-term impact to co-workers, supervisor, department and/or line of business.

Working knowledge of CBRE s HSE program requirements, absolute responsibility to work safely personally, to insist all staff work safely, and to stop work anytime a safety issue is in question.
