The Department of General Service, Division of Real Estate & Facilities Management (DREFM) is seeking a Real Estate Legal Specialist. This position will prepare and review real estate transaction documents to ensure the timely execution of such transactions on behalf of the Commonwealth’s agencies and customers. This includes purchase and sale agreements, leases, easements, deeds, memorandums of understanding, etc.

The incumbent of this position will consult with the Office of the Attorney General for developing, drafting, revising and publishing standard real estate transaction forms. The Real Estate Legal Specialist will also advise and assist DREFM staff in the execution of transactions while ensuring they conform to law and policies of the Commonwealth, This position may also assist the DREFM staff in specific transaction negotiation from time to time.

The Division of Real Estate and Facilities Management is responsible for the purchase or lease of state consolidated office buildings at the seat of government and throughout the Commonwealth for joint use by state agencies, departments and institutions. The Division is also responsible for the establishment of standards and assignment of office space to agencies, departments and institutions at the seat of government in buildings owned or leased by the Department of the General Services. The Division is responsible and shall maintain all public buildings and grounds not placed in the charge of others.


MINIMUM REQUIREMENTS 

 

  • Bachelor’s degree in real estate, public administration, or related field; or equivalent combination of training, education, & experience.
  • Valid Virginia driver’s license is required (or able to obtain VA license within 60 days of employment).
  • Extensive experience in drafting & reviewing a variety of commercial real estate transaction documents in a corporate or governmental setting.
  • Knowledge of laws, state & federal practices, related to real estate and facility management transactions.
  • Knowledge & exposure to all types of commercial real estate transactions, including acquisition, management and disposal, in fee and by lease, in a governmental environment.
  • Knowledge of real estate settlement practices.
  • Knowledge of records of title, title insurance practices, and understanding of title reports and abstracts.
  • Ability to: handle multiple assignments simultaneously; foster a team environment; effectively present ideas and concepts to co-workers, agencies, managers and vendors; act decisively and accurately in advising and assisting client agencies; assess needs and analyze and report trends
  • The incumbent shall have:
    skill in use of PC’s and ability to utilize MS Office, Google Email and real estate management software to maintain records; understanding of architectural, MEP drawings and construction methods and materials; strong oral and written communication skills; strong management and customer service skills; highly developed verbal and written communication skills; strong negotiating & conflict resolution skills.

    PREFERRED QUALIFICATIONS
  • JD degree and experience with Virginia real estate laws, including laws pertaining to real estate transactions of state agencies and institutions is highly preferred.
  • Experience in examining title reports, surveys, property descriptions, appraisals, and environmental surveys and reports is preferred.
